I just verified in a lab that you cannot create an overlapping scope even if the existing scope is deactivated. That only gives you one option, as the others have mentioned above. But if you do as Boudewijn suggested and reduce the lease duration, and
also avoid doing the job in the morning when people are turning on their computers, you should be just fine.
